Armstrong immigrated from Nova Scotia to Missouri.
In July 1877, he led a cavalry charge against strikers in the St. Louis general strike.
Following Bogy's death in 1877, Armstrong filled his seat in the Senate. He resigned when Shields was elected in 1879, with just a few months remaining in the term.
