History
Charles was the younger son of Leopold I.
When Charles II died in 1700, the line of Spanish Habsburgs ended and Philip V inherited the Spanish crown. This represented an important loss for Habsburg prestige and an expansion of French influence. Leopold met with Churchill (as the ailing William's representative) and Heinsius; through the Treaty of the Hague of 1701, they agreed to install Charles on the throne instead. Ultimately though, the War of Spanish Succession would not be successful.
With that said, Austria importantly gained control over the Spanish Netherlands (now the Austrian Netherlands) and the kingdom of Sardinia.

Policies
Under Charles, Austria attempted to colonize India. The General Company Established in the Austrian Netherlands for Commerce and Navigation in the Indies, more generally known as simply the Ostend Company, was established in 1722. It however went bankrupt by 1731.
