This theory was developed by Theodore Lowi and James Wilson.
Lowi thought about policy in the following categories:
- distributive policy
- redistributive policy
- regulative policy
- constituent policy
Wilson reformulated this into categories of political systems, and those being determined by the distribution of costs and benefits.
