By 1726, diplomacy between [[Spain/PhilipV|Spain]] and [[UnitedKingdom/GeorgeI|England]] had become tense over the issue of Gibraltar. The territory was seized during the [[WorldHistory/WarOfSpanishSuccession|War of Spanish Succession]] and Spain did not intend to recognize its loss.

The [[UnitedKingdom/ArmedForces#HM_Naval_Service|English Navy]] was dispatched to blockade [[Panama/Portobelo|Porto Bello]], largely to prevent the Spanish Navy from being rebased to continental Europe. This was ultimately a failure.
