Koch entered an amendment to the 1977 Foreign Assistance and Related Programs Appropriation Act barring aid to Uruguay, on the basis of gross human rights violations. The foreign service and department of state strongly opposed this amendment (see here and here), though Vance would shift policy in time to match.
