History
Charles was the eldest surviving son of Robert Spencer, earl of Sunderland, who was a leading Whig politician. Robert was the patron of the Whig Junto (i.e., Somers, Montagu, Wharton, and Russell).
Spencer was elected to the Commons in 1695. In 1702, after his father died, he inherited his titles and seat in the House of Lords.
He entered government in 1717 and emerged as a prominent member of Stanhope's faction leading into the Whig Split.
The South Sea Bubble forced Spencer to resign in 1721. He died the next year.
