The administrators of the Survey of Consumers published this Technical Documentation for the 2024 Methodological Transition to Web Surveys in 2024.

The administrators plan a phased transition to web in April-June 2024. In first month (April), 1/4 of sample; in second month (May) 1/2 of sample; and so on. In July 2024, survey is entirely web.

Under the new mode, the fresh sample receives a mailed invite and reminder with a URL, a PIN, and a QR code; english and spanish language offered. The recontact sample additionally receives an email invite and two emailed reminders.

"[W]eekly target of 215 complete interviews with a 125/90 fresh/recontact sample split, and a daily target of a minimum of 30 completes." Assumed RR of 3% and 48% for fresh and recontact samples.

Lastly, the new web survey asks that the adult in whose name the residence is owned/rented respond, differing from the screening that previously was administered over telephone.

A discontinuous method effect is expected. By phasing the transition, the method effect is diffused (quartered, but occurring for four months) for month-to-month estimates. (Because expectations are linear.)
