== Composition ==

The Kuvendi has 140 members. The country is divided into 12 multi-member constituencies, which each operate on a proportional representation party list system. Members serve a 4 year term, although the [[Albania/Presidents|president]] can dissolve Parliament and call snap elections.

The earliest national legislature in Albania was the '''Assembly of Vlorë''' (''Kuvendi i Vlorës''), which established a '''National Council''' and authorized a [[Albania/Democratization#Provisional_Government|Provisional Government]].

After [[Albania/EnverHoxha|Hoxha]] died in 1985, '''Ramiz Alia''' led Albania into a reform era. He legalized opposition [[Albania/PoliticalParties|parties]] and organized elections for March 1991.
